Administration
The City Administrator is appointed by the Mayor and Common Council to implement the policies established by them. The administrator is also responsible for the overall management of the City's workforce and the development and oversight of the operating and capital budgets, personnel administration, public information and the development and management of special projects. Christopher Cotter has served as City Administrator since April of 2005. Prior to that time he served as a member of the Summit Fire Department for 28 years including 10 as Chief. Immediately prior to his current appointment he served as Director of the Department of Community Services, responsible for engineering, public works and construction administration. The City Administrator's office processes
the registration of residential and business alarms. Residents and businesses
are billed annually for alarm renewals and throughout the year are billed for
excessive false alarms. A new resident or property owner must register their alarm
