WOODLAND AVENUE CLOSED FOR MILLING & PAVING BETWEEN DEFOREST AND WOODCROFT
Woodland Avenue will be closed between DeForest Avenue and Woodcroft Rd. on Friday, August 27 and Saturday, August 28. The road will be open to traffic at the end of each day. Please contact the Division of Engineering at (908) 273-6404 with any questions.

SUMMIT AVENUE INTERSECTION IMPROVEMENTS
Union County will be starting a project to upgrade the traffic signals and improve pedestrian safety at Summit Avenue and Springfield Avenue as well as at Summit Avenue and Broad Street on or about August 16, 2010. This project is expected to take about 2 months to complete. The contractor is Tiffany Electric and the project will be managed for the County by the Louis Berger Group. SUMMIT'S FALL RECREATION PROGRAMS - NOW REGISTERING
Back to school shopping for Summit residents should include browsing through the offerings provided by the City's Department of Community Programs. The fall and Winter Program Brochures were mailed out to Summit's recently. It is a colorful tri fold document with a wonderful variety of programs for the entire family. From the Women's Fall Golf League, Golf Clinics, Karate, Wrestling, Basketball, Open Gym, Teacher's Convention programming to programs with special needs; there is something for everyone.
The programs are reasonably priced and most of them take place at Summit's Community Center at 100 Morris Avenue. Registration is so simple. Just go to https://register.communitypass.net/summit You can register from home and never even have to get out of your pajamas. Credit cards are accepted online as well.
Not interested in surfing cyber space? Not a problem. The staff of the Department of Community Programs will be happy to help you in person at their offices in the Community Center or by phone for your convenience. Just call 908-277-2932 daily and the staff will walk you through it!
New for Fall 2010 is Italian Lessons for children ages 4-6, Friday Night Rec! for Middle School kids on Friday nights and a wide variety of special needs programs.
TryCAN is a collaboration of three municipalities who have joined energies to provide a wide variety of programs for children with special needs and trained Teen Peer Mentors. The TryCAN efforts are housed here in Summit and the DCP provides the driving force behind this collaboration. Programs including Reading Rhythms, Ready, Set, Bike, TryCAN Basketball, Social Skills/Digital Drama, Music with Jammin Jen and Saturday Afternoon Soccer are all offered to area children needed some special accommodations. There are no non resident fees involved.

On behalf of the Summit Common Council, city staff and the entire City of Summit, we want to express our profound sympathies to the family of Abelino Mazariego. Summit is a community that neither expects nor will ever accept violence against any of its citizens, and the murder of this hard-working father and husband is a tragedy that is deeply felt throughout the community. There is a tradition of compassion and reaching out in our town when tragedy strikes, and we are encouraged by the number of community organizations that are already organizing to support the Mazariego family. Every day, but especially at times like this, we must recognize and appreciate the dedication and commitment of the Summit Police Department. Their quick action in this case is an example of the professionalism that dictates their concern for our safety on a daily basis. We are also grateful to the Union County prosecutor and detectives for the resources they have brought to the investigation.
On Wednesday, July 28, 2010 at 7:30 PM, the Interfaith Clergy Council will lead a service of peace and reconciliation for the community in response to the recent death of Abelino Mazariego. At 7:30 PM, all wishing to participate should bring a flower and gather in the City Hall parking lot at 512 Springfield Avenue. Those participating will walk past the promenade where the flowers will be laid. Participants will then proceed to the Village Green for a brief service. Donations to support the Mazariego family may be made to Summit Area Public Foundation, P.O Box 867, Summit, NJ 07901 and earmark your donation with the name Abelino Mazariego.

TAKE PRECAUTION AGAINST WEST NILE VIRUS
The Westfield Regional Health Department is advising residents to protect themselves from mosquitoes by reducing mosquito habitats around their homes. Under the right environmental conditions, certain species of mosquitoes can develop and emerge as adults in as little as one week. More importantly, some species of adult mosquitoes can carry and transmit diseases such as West Nile virus (WNV), eastern equine encephalitis (EEE) and St. Louis encephalitis (SLE).
Due to the recent rainfall and flooding, there may be more mosquito-breeding habitats. Small amounts of stagnant water provide an ideal location for mosquitoes to lay their eggs. Residents play an important role in mosquito control by eliminating habitats where mosquitoes breed by following these tips: " Cleaning roof gutters at least annually. " Remove any unnecessary containers from the property (flower pots/trays, tires, toys, boats, buckets). " Drain and rinse birdbaths twice a week. " Aerate and/or stock ornamental ponds with fish. " Configure tarps to drain any incidental rainwater. " Close pools when not in use. Pool covers can collect rainwater and provide a habitat for mosquitoes. In addition, residents should: " Avoid mosquito-infested areas at dusk and dawn, when mosquitoes are most active. " Wear protective clothing such as long pants and long sleeve shirts when outdoors. " Wear insect repellant, preferably one that contains DEET, Picaridin or oil of lemon eucalyptus. Always follow label directions. " Make sure that doors and windows have tight-fitting screens. Attached is a City of Summit press release regarding the revised Dial-A-Truck program in Summit, effective immediately. The Dial-A-Truck program is a service designed to assist residents of Summit with the disposal of large bulky items ONLY; there is no cost to the resident. Dial-A-Truck is not a general clean-up service or a collection of bags or boxes of trash and debris.
Items not picked up by Dial-A-Truck may be disposed of at the Transfer Station from Tuesday thru Friday (7:30 a.m. - 3:45 p.m.) and Saturday (7:30 a.m. - 4:45 p.m.). Leaving unauthorized items at the curb is a violation of the City of Summit Property Maintenance Code and will result in a summons and fine.

The State of New Jersey through the NJDEP required every municipality to file for a Municipal Stormwater Discharge Permit. The Permit allows for the discharge of stormwater runoff from the City to streams and lakes. The City of Summit is classified as a Tier A community. As part of the Tier A Permit the NJDEP now encourages training of Elected Officials on the basic requirements of the Permit. Attached are the training materials presented to the Mayor and Common Council on July 13, 2010.

An ordinance will be introduced in September with a hearing in October to establish the fees and times of operations.
In addition, type of equipment and a merchant validation program need to be agreed upon.

NEW RECYCLING SCHEDULE - JULY 1, 2010
New weekly recycling schedule effective Thursday, July 1, 2010, the City of Summit will be moving to a weekly curbside recycling schedule every Thursday, a change from its current bi-weekly process for its residents only. The City will continue to contract its recycling to Great Northern, Inc.
The changes, which begin on July 1, are as follows:
1. Weekly curbside recycling every Thursday. This eliminates recycling zones in Summit.
2. Curbside recycling now accepts plastics numbers one through seven. The current contract only accepts plastics numbers one and two. This benefit is not typically offered in most municipalities.
Residents can place their recycling curbside the evening before, Wednesday night, for pick-up on Thursday each week. All recycling must be curbside before 7 a.m. on Thursday morning. Starting June 1, 2010, Parking Services Agency will be issuing the 2010 Residential Parking and Disposal Area Permits.
Download and complete the application below and return with payment and required documentation. Each permits costs $10 or $5 for seniors over age 62 (proof required). Checks or major credit cards are accepted. Additional forms are available at City Hall, Summit Transfer Station and the Summit Library. Mail or drop off only to: City of Summit, Parking Services Agency, 512 Springfield Avenue, Summit, NJ 07901

SEATBELT LAWS CHANGE IN NEW JERSEY - Effective Immediately!
A new New Jersey State seatbelt law requires that all occupants of a passenger automobile, including adults who are seated in the rear to utilize a seatbelt when the vehicle is being operated. Under the prior law, adults seated in the rear of a passenger automobile were not required to utilize a seatbelt. As far as enforcement is concerned the requirement to use seatbelts by all adults in a rear seat is considered a secondary violation. This means that the vehicle must first be stopped for a primary violation such as speeding or disregard of a traffic signal etc. before any adult can be issued a summons for not using a seatbelt in the rear seat.
This change is effective immediately.
There is no change to seatbelt enforcement for minors located in any seat in a vehicle or for the driver and any front seat passengers. These remain a primary offense.

State law requires the licensing of every dog that has wither reached the age of seven months, or has a set of permanent teeth. By local ordinance, cats are licensed at seven months.

SUMMIT MUNICIPAL GOLF COURSE ACCEPTING MEMBERSHIPS
The Summit Municipal Golf Course affectionately known as the "Muni" is now accepting memberships from Summit residents and a limited number of residents from Union County and the Chathams. The course opens for the season on Saturday, April 10, 2010. The course was designed and constructed on 13 acres of land that was once a private estate. The initial design of the Par-3, was the work of well-known golf architect Hal Purdy. The course has nine fabulous holes. Summit made history as the first community to open a municipality-built golf course in New Jersey. The course is open from April through November.

SUMMIT FIRE DEPARTMENT 2009 STRATEGIC PLAN
The Summit Fire Department is partnering with the Commission on Fire Accreditation International (CFAI) to achieve international accreditation in the delivery of fire and emergency services to the City of Summit.
The CFAI is committed to assisting and improving fire and emergency service agencies around the world in achieving organizational and professional excellence through its strategic self-assessment model and accreditation process to provide continuous quality improvement and enhancement of service delivery to the community and the world at large.
The CFAI accreditation process provides a well-defined, internationally recognized benchmark system used to measure the delivery of fire and emergency services to a community.
Significant documents critical to the achievement of accreditation by the agency include the Strategic Plan and the Standard of Cover.
The 2009 Strategic Plan outlines the mission, value and vision statements for the Fire Department. Critical issues are identified and actions plans have been created to direct future efforts towards improvements in the department.
The 2009 Standard of Cover document outlines the service level objectives of the department. It includes an evaluation of the risks and hazards in the community and defines the services levels that the agency provides.

State law prohibits the posting of signs or outdoor advertising on any utility poles. Also, nails, staples, or other fasteners used to attach signs to poles can be hazardous to workers who must climb these poles to repair or maintain JCP&L equipment. As of May 1, 2010, new teen driver's law goes into effect. Every permitted or probationary drivers license holder under the age of 21 must display a red decal on the front and rear license plates of vehicles they drive.
The decals are available at all Motor Vehicle Agencies for $4 per pair. For full information please see flyer below.

With the promise of warmer weather, even if we have a brief return to the fifties, it is time to aerate your compost piles/bins. If your pile is full of every multi-legged critter you don't want to think about, it is ready to work on the winter's additions. If you are going to use some of the compost, I would recommend screening it and putting back anything not ready and all the bugs you can. If you don't return them, don't worry they will replenish themselves. Just remember, you are not making potting soil for indoor plants. COUNCIL APPROVES SITE FEASIBILITY PHASE OF PARKING STUDY
On December 15, 2009, Common Council approved a contract with Desman Associates of New York for $50,000 to perform the following services:
Site feasibility study for the adding two levels to the Tier Garage, adding a level to the NJ Transit Park & Rail Lot, and adding a mixed-use parking structure on the Railroad Lot located behind the Summit Post Office. In addition, Desman will conduct a financial feasibility analysis to determine costs associated with adding parking to each location.
It is anticipated that Desman Associates will present their findings to the City by April 1, 2010. On-going dialogues with the Downtown Parking Advisory Group, concerned stakeholders, city staff and Desman Associates will occur throughout this phase.

Summit has a new law to regulate fertilizer use on your property, as our rain water is washing fertilizers into our drinking water supply. The Passaic River has not been passing the clean water test. Learn about how to keep your lawn looking great without breaking the rules by attending the fertilizer workshop at the Reeves-Reed Arboretum - its free for Summit residents. Residents are responsible for making sure their landscapers are complying with the ordinance or residents will be held responsible. You must pre-register by calling the Arboretum at 908 273-8787 ext. 14 see attached flyer for workshop details. The workshop will be held Wednesday, September 30 at 7 p.m. or Saturday, October 3 at 10 a.m. To review the fertilizer ordinance, please click below.

NEW REFRIGERATOR/FREEZER RECYCLING PROGRAM
New Jersey residents can receive $30 plus free pickup of old, energy-wasting refrigerators and freezers New Jersey's Clean Energy Program (NJCEP) recently launched the Refrigerator/Freezer Recycling Program at an event that showcased the first refrigerator rolling down the conveyer belt at a new demanufacturing facility in East Brunswick, NJ. Under the new recycling program, New Jersey residents can turn in old, working refrigerators and freezers and in return receive $30, plus free removal of the old appliance.
To schedule the pick up of a refrigerator or freezer for recycling, New Jersey residents can call 877-270-3520 or visit www.NJCleanEnergy.com. Customers will receive a check for $30 within 90 to 120 days after the collection of their appliance.
Both refrigerators and freezers are eligible for the recycling program. The program is limited to removal of two units per household. Appliances to be recycled must be in working order with an inside measurement of 10 cubic feet or more.

The City's 2008 Parking Assessment Study results are available.
Desman Associates will make a presentation to Common Council and answer any questions on Tuesday, March 24, 2009 Council Meeting. The meeting begins at 7:30 PM.
The City plans to hold other public meetings to discuss all of the recommendations in the report. Those dates have not been determined at this time.

Please be advised that the City is currently in the process of completing a GIS survey of the existing sanitary and storm sewers. The anticipated completion date of this project is June 2009. The project impacts the section of the City north of the NJ Transit railroad tracks. Residents will notice a survey crew working within the manholes and inlets on City streets. Since some sewers traverse easements within private property, access to some properties by the survey crew may be necessary. Any access to private property will be brief and non disruptive. Please contact the Engineering Division at (908) 273-6404 with any questions.

Transfer Station Hours: Tuesday through Friday 7:30 AM to 3:45 PM and on Saturday from 7:30 AM to 4:45 PM
Any questions about recycling rules contact the Department of Community Services at 908-273-6404. Use of the disposal and recycling area is restricted to Summit residents only. The vehicle must be registered in Summit and display the new bar-code resident permit. Bar-code permit applications are available on the Citys website at www.cityofsummit.org or at Parking Services Agency, 2nd Floor, City Hall, 512 Springfield Avenue. Any questions about the permit should be directed to 908-522-5100. Transfer Station is closed Sundays and Mondays and the following City Holidays: May 25th (Memorial Day) July 3rd (In anticipation of July 4th) September 7th (Labor Day) October 15th (Columbus Day) November 26th (Thanksgiving) December 25th (Christmas)

AMT RECREATION ROUTE
The first ride of the AMT Recreation Route was held on Saturday, October 25 at 8:00 AM at Memorial Field.
The Alternate Mode of Transportation Committee, with the assistance of the Engineering Division, designed a recreation route for bicyclists. The recreation route provides a route between Memorial Field, Tatlock Park, Passaic River Park and other locations. The recreation route is to promote change in personal transportation and to create an interconnected recreation route. The route includes destination and mileage signs in white lettering with a brown background and Share the Road signs. It also includes three information kiosks at Memorial Field, Tatlock Park and Passaic River Park. The route will be designated by 6" diameter maroon signs at each turn.

ACTION PLAN FOR A SUSTAINABLE SUMMIT
The Mayor's Sustainability Community Task Force has created an Action Plan for a Sustainable Summit. This Action Plan offers specific steps that Summit officials, schools, businesses, industries and residents can take to become more sustainable. If implemented with commitment and perseverance, this plan will result in a substantial reduction of harmful emissions, such as carbon dioxide and other pollutants; lower, more efficient and cost-effective energy use; cleaner water and better water management; preservation of our beautiful trees and open spaces; a less congested, more walkable and economically vibrant downtown; and healthier residents. In short, together we can and will see a more "Sustainable Summit."

In January, 2007, the Sustainable Community Task Force was formed to determine how Summit could develop a "Green" Master Plan as outlined in the November 2006 Reexamination Report. Below is the first progress report of the Sustainability Task Force. This is a extremely complex issue; however, necessary in order to provide for the needs of the community's current population without damaging the ability of future generations to provide for themselves.

MASTER PLAN REEXAMINATION - UPDATE 11/16/06
The Planning Board unanimously approved the Master Plan Reexamination Report at a special hearing on Monday, November 13. Cindy Martin and Susan McDonough, co-chairs of the Master Plan Reexamination Committee presented the report to the Board and discussed the revisions that had been made since their presentation of a draft report to the Board at a work session on October 24. The report is intended to address fully the planning, zoning and land development issues within the City.

The City of Summit's Environmental Commission published a report which outlines Summit's natural resource inventories. This report informs the public and planning officials about Summit's environment from various perspectives, geology and hydrology, which affect soil erosion and storm water management, plants and animals, as well as other aspects of the surroundings that affect the quality of life in Summit. This document is aimed at generating an awareness of the resources in Summit's environment in the hope of preserving and enhancing the interface between Summit's residents and their physical surroundings. Complete copies of the report are available for review at the City Clerk's office and the Department of Community Services at City Hall.

In an emergency, paramedics will turn to a victim's cell phone for clues to that person's identitiy. You can make their job easier with a simple idea that they are trying to get everyone to adopt which is ICE.
ICE stands for "In Case of Emergency." If you add an entry in the contacts list in your cell phone under ICE, with the name and phone number of the person that emergency services personnel should call on your behalf, you can save them a lot of time and have your loved ones contacted quickly.
